Frisco, Texas Approves Another Residential Development In Rail District

Frisco City Council members recently voted on a rezoning ordinance that would approve a residential development in the downtown Rail District. 

On Feb. 20, 2024, the city council unanimously approved the rezoning to allow for developer Fenton Dallas LLC. to build a three-story, 45-foot-tall “urban living building.” 

The complex will be situated at the intersection of 4th Street and Pecan Street's northwest corner and comprises 18 one-bedroom units and two two-bedroom units. Additionally, there will be a surface parking lot offering 24 spaces along with six off-street parking spaces.

An additional development was previously approved for the district on Feb. 6, 2024. The Frisco City Council approved the project that will introduce mixed-use multifamily and commercial structures to the downtown Rail District. Winstead PC, the applicant, sought approval for a planned development to facilitate the creation of Ash Residences, slated for the northwest and northeast corners of 3rd Street and Ash Street.

The endeavor consists of two three-story mixed-use residential and commercial edifices, totaling 72,896 square feet. These buildings will collectively offer 63 units, comprising 37 one-bedroom units and 26 two-bedroom units. The project includes the establishment of two surface parking lots, providing 73 off-street parking spaces and 22 on-street parking spaces.

The projects coincide with a major revitalization of the downtown area ahead of the 2026 World Cup, which will take place in Dallas for several semi-finals

During a Frisco City Council work session on Nov. 7, 2023, officials discussed downtown projects including construction on Main Street and 4th Street Plaza, which is expected to begin in April 2024 and end in April 2026. Construction on a new downtown parking garage is also slated to begin in August 2024 and end in July 2025.

The revitalization also includes new features focused on pedestrians such as outdoor seating areas, fire pits, a performance stage, enhanced medians and additional crosswalks.
